桶盤藝術村的構想提出來應該已經十年
當年是由澎湖故事妻的老闆娘主導
縣府的力量間接有介入
然而十年過去
桶盤藝術村這個願景慢慢昇華成一個"老邁的夢想"
而不是具體的成果
越來越少人提起這個未必胎死但是絕對還只是在腹中的藍圖
它的能見度不見長於澎湖人的口耳流傳
不主流於旅遊業者的包裝行程
也似乎沒有改變多少桶盤這個小島
這是好事也是壞事
有時候時機未備的理想來不及實踐不見得是壞事
因為計畫的不周全往往會衍生不少後遺症
真的讓夢想發生具體化反而是悲劇
當然桶盤藝術村的口號式微是令人喟嘆
與其說是藝術工作者的失敗
(不過藝術家不太會認同或接受失敗這兩個字)
不如說是澎湖一些荒蕪之地在尋找各種可能性的一種挫敗
幾個原因一直無法解決：
- 投入藝術村工作的人力是否足夠
- 人力資源的統整問題
- 大型的成果展現不足
- 缺乏行銷跟包裝
- 主題不明確
- 澎湖人/桶盤人的認同問題
- 其他異業的認同跟參與
- 交通水電基礎建設沒有搭配
其實這些問題列出來根本沒有意義
因為這些幾乎都是大問題
旁觀者的評論跟本是說得比唱的好聽
畢竟要扭轉桶盤藝術村的未來
需要大的主事單位介入整合去做
可是主事單位要的是具體可行
可以向人民也向議會交代的方案
不是去追一個很玄很玄的理想
去買一個萬本一利的夢想
桶盤藝術村某種程度是一雙美麗的翅膀
可是它是長在千斤重的石鳥上
載不動這幾多愁
行政部門比藝術家市儈多了
然而藝術家們其實不見得都是站在和公部門對立質疑的角色
雖然這種角色過去我們看到的比較多
但是當一個藝術工作者或有抱負的人
要"利用"公部門的資源來實踐一些抱負的時後

去包裝自己超凡的理想
是一個懷抱入世藝術服務的藝術工作者要鍛鍊的
以澎湖現有的藝術工作者數量跟投入的程度
以公部門目前對於桶盤藝術村採取"尊敬"而不是"雞婆"的態度
短期內真的不看好桶盤藝術村的發展
