目前對於澎湖有人島的數字，有幾種說法：
1、十九個島嶼：下面的島嶼中，不包含目斗嶼，因為目斗嶼只有燈塔員輪值，並沒有長期的住民生活在此地。
2、二十個島嶼：下面的島嶼中，包含目斗嶼，因為目斗嶼有燈塔員長期住在那裡，他也是人阿，所以也算是有人島。
但是若是根據澎湖縣政府去年所公布的九十座島嶼：澎湖縣島嶼數量一覽表，便會發現一個問題，那便是九十座島嶼並未包含測天島。故衍申出新的數量：
1、十八個島嶼：下面的島嶼中，不包含目斗嶼與測天島
2、二十個島嶼：下面的島嶼中，不包含測天島但包含目斗嶼
至於上述說法何者為正確的資料，還有待縣政府公佈。
